5. Are there additional criteria for the differentiation between “industrial end-users“ and “private end-users“?

Sales packaging for the “private end user“ is mainly regulated in § 6 and § 10 of the German Packaging Ordinance. § 6 of the German Packaging Ordinance refers to „sales packaging, which typically originates at a private end-user“. According to the ministry of environment a significant indicator is the distribution to the private end-user via retailers.
