17. Do the presented regulations only apply for new packaging or for re-used packaging as well?
The mentioned regulations apply for packaging filled with goods for private end-users placed on the market for the first time. As far as packaging is being re-used it has been licensed with a dual system when put into circulation for the first time and it is not necessary to report the packaging again.
As far as packaging is being „converted“ e.g. used empty transport packaging is launched as sales packaging for the first time, this packaging falls under § 6 of the German Packaging Ordinance and therefore accounts for the obligation to participate with a dual system.
