The Regu\u00adla\u00adti\u00adon came out of the Euro\u00adpean Green Deal and the Cir\u00adcu\u00adlar Eco\u00adno\u00admy Action Plan. To abbre\u00advia\u00adte this unwiel\u00addy title, the law is com\u00admon\u00adly known as the EU Pack\u00ada\u00adging Regu\u00adla\u00adti\u00adon, the Euro\u00adpean Pack\u00ada\u00adging Regu\u00adla\u00adti\u00adon, PPWR or PPWR Regu\u00adla\u00adti\u00adon. <\/p>\n<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t\t<div class=\"elementor-accordion-item\">\n\t\t\t\t\t<h3 id=\"elementor-tab-title-1752\" class=\"elementor-tab-title\" data-tab=\"2\" role=\"button\" aria-controls=\"elementor-tab-content-1752\" aria-expanded=\"false\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-accordion-icon elementor-accordion-icon-right\" aria-hidden=\"true\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-accordion-icon-closed\"><i class=\"fal fa-plus\"><\/i><\/span>\n\t\t\t\t\t\t\t\t<span class=\"elementor-accordion-icon-opened\"><i class=\"fal fa-minus\"><\/i><\/span>\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/span>\n\t\t\t\t\t\t\t\t\t\t\t\t<a class=\"elementor-accordion-title\" tabindex=\"0\">What are the objec\u00adti\u00adves of the PPWR Regu\u00adla\u00adti\u00adon?<\/a>\n\t\t\t\t\t<\/h3>\n\t\t\t\t\t<div id=\"elementor-tab-content-1752\" class=\"elementor-tab-content elementor-clearfix\" data-tab=\"2\" role=\"region\" aria-labelledby=\"elementor-tab-title-1752\"><p>The PPWR\u2019s key goal is to mini\u00admi\u00adse the con\u00adsump\u00adti\u00adon of resour\u00adces and the envi\u00adron\u00admen\u00adtal impact of pack\u00ada\u00adging was\u00adte in the EU in two ways:<\/p>\n<ul>\n<li>First\u00adly, by redu\u00adcing the amount of pack\u00ada\u00adging mate\u00adri\u00adal used,<\/li>\n<li>and second\u00adly, by ensu\u00adring that pack\u00ada\u00adging is recy\u00adclable, redu\u00adcing the share of non-recy\u00adclable pack\u00ada\u00adging was\u00adte.<\/li>\n<li>In addi\u00adti\u00adon, sub\u00ads\u00adtances of con\u00adcern in pack\u00ada\u00adging mate\u00adri\u00adal are to be mini\u00admi\u00adsed.<\/li>\n<\/ul>\n<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t\t<div class=\"elementor-accordion-item\">\n\t\t\t\t\t<h3 id=\"elementor-tab-title-1753\" class=\"elementor-tab-title\" data-tab=\"3\" role=\"button\" aria-controls=\"elementor-tab-content-1753\" aria-expanded=\"false\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-accordion-icon elementor-accordion-icon-right\" aria-hidden=\"true\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-accordion-icon-closed\"><i class=\"fal fa-plus\"><\/i><\/span>\n\t\t\t\t\t\t\t\t<span class=\"elementor-accordion-icon-opened\"><i class=\"fal fa-minus\"><\/i><\/span>\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/span>\n\t\t\t\t\t\t\t\t\t\t\t\t<a class=\"elementor-accordion-title\" tabindex=\"0\">What\u2019s new com\u00adpared with the cur\u00adrent EU Pack\u00ada\u00adging Direc\u00adti\u00adve?<\/a>\n\t\t\t\t\t<\/h3>\n\t\t\t\t\t<div id=\"elementor-tab-content-1753\" class=\"elementor-tab-content elementor-clearfix\" data-tab=\"3\" role=\"region\" aria-labelledby=\"elementor-tab-title-1753\"><p>A main dif\u00adfe\u00adrence bet\u00adween the new and the old Direc\u00adti\u00adve is that the new Direc\u00adti\u00adve con\u00adta\u00adins stric\u00adter requi\u00adre\u00adments for recy\u00adcling rates and mate\u00adri\u00adal uti\u00adli\u00adsa\u00adti\u00adon. This means that, by 2030, pack\u00ada\u00adging must be desi\u00adgned to be recy\u00adclable. Also, a man\u00adda\u00adto\u00adry mini\u00admum per\u00adcen\u00adta\u00adge share of recy\u00adcled mate\u00adri\u00adal in pack\u00ada\u00adging will be appli\u00adca\u00adble. What\u2019s more, the new Pack\u00ada\u00adging Direc\u00adti\u00adve intro\u00addu\u00adces com\u00adpre\u00adhen\u00adsi\u00adve docu\u00admen\u00adta\u00adti\u00adon obli\u00adga\u00adti\u00adons: From 12 August 2026, in order to com\u00adply with the pack\u00ada\u00adging law, every item of pack\u00ada\u00adging must come with a com\u00adpre\u00adhen\u00adsi\u00adve <strong>self-decla\u00adra\u00adti\u00adon, i.e. decla\u00adra\u00adti\u00adon of con\u00adfor\u00admi\u00adty<\/strong>. <br>   This requi\u00adres tech\u00adni\u00adcal docu\u00admen\u00adta\u00adti\u00adon to be pre\u00adpared in advan\u00adce, inclu\u00adding a descrip\u00adti\u00adon of the pack\u00ada\u00adging and its pur\u00adpo\u00adse. <\/p>\n<p>As a Euro\u00adpean Regu\u00adla\u00adti\u00adon, the PPWR appli\u00ades direct\u00adly in all Mem\u00adber Sta\u00adtes, mea\u00adning that it does not have to be trans\u00adla\u00adted into natio\u00adnal law. health, the PPWR sets strict limits for hazar\u00addous sub\u00ads\u00adtances in pack\u00ada\u00adging. Pack\u00ada\u00adging must be manu\u00adfac\u00adtu\u00adred in such a way that the pre\u00adsence and con\u00adcen\u00adtra\u00adti\u00adon of sub\u00ads\u00adtances of con\u00adcern as con\u00adsti\u00adtu\u00adents of the pack\u00ada\u00adging mate\u00adri\u00adal or of any of the pack\u00ada\u00adging com\u00adpon\u00adents is mini\u00admi\u00adsed. <\/p>\n<p>Cer\u00adtain che\u00admi\u00adcals that are con\u00adside\u00adred to be of most con\u00adcern \u2013 such as hea\u00advy metals or per\u00adfluo\u00adri\u00adna\u00adted and poly\u00adfluo\u00adri\u00adna\u00adted alkyl sub\u00ads\u00adtances (PFAS) \u2013 are eit\u00adher to be ban\u00adned com\u00adple\u00adte\u00adly or their con\u00adcen\u00adtra\u00adti\u00adon is to be sever\u00adely rest\u00adric\u00adted. Pro\u00addu\u00adcers must ensu\u00adre that their pack\u00ada\u00adging is free of the\u00adse sub\u00ads\u00adtances, or only con\u00adta\u00adins per\u00admis\u00adsi\u00adble levels so as not to jeo\u00adpar\u00addi\u00adse recy\u00adcla\u00adbi\u00adli\u00adty and cir\u00adcu\u00adla\u00adri\u00adty. The fol\u00adlo\u00adwing two requi\u00adre\u00adments will help to defi\u00adne recy\u00adcla\u00adbi\u00adli\u00adty more pre\u00adcis\u00ade\u00adly.  <\/p>\n<ul>\n<li><strong>From 2030: Design for Recy\u00adcling <\/strong><strong>(DfR)<\/strong>: DfR means that pack\u00ada\u00adging is desi\u00adgned for mate\u00adri\u00adal recy\u00adcling, mea\u00adning that the secon\u00adda\u00adry raw mate\u00adri\u00adals pro\u00addu\u00adced in the recy\u00adcling pro\u00adcess are of suf\u00adfi\u00adci\u00adent qua\u00adli\u00adty to sub\u00adsti\u00adtu\u00adte pri\u00adma\u00adry raw mate\u00adri\u00adals. <\/li>\n<li><strong>From 2035: Recy\u00adcled at Sca\u00adle <\/strong><strong>(RaS)<\/strong>: This requi\u00adre\u00adment must be ful\u00adfil\u00adled in addi\u00adti\u00adon to Design for Recy\u00adcling. It means that pack\u00ada\u00adging was\u00adte can be coll\u00adec\u00adted sepa\u00adra\u00adte\u00adly, sor\u00adted and recy\u00adcled using well-estab\u00adlished or alre\u00ada\u00addy effec\u00adti\u00adve methods. By 12 Febru\u00adary 2028, the Com\u00admis\u00adsi\u00adon will review the sta\u00adtus of tech\u00adni\u00adcal deve\u00adlo\u00adp\u00adment and the envi\u00adron\u00admen\u00adtal com\u00adpa\u00adti\u00adbi\u00adli\u00adty of bio\u00adba\u00adsed pla\u00ads\u00adtic pack\u00ada\u00adging. It may deve\u00adlop a legis\u00adla\u00adti\u00adve pro\u00adpo\u00adsal on the basis of the review. With the intro\u00adduc\u00adtion of the new law, only pack\u00ada\u00adging who\u00adse weight and volu\u00adme have been redu\u00adced to the mini\u00admum neces\u00adsa\u00adry to ensu\u00adre its func\u00adtion\u00ada\u00adli\u00adty may be pla\u00adced on the mar\u00adket. This par\u00adti\u00adcu\u00adlar\u00adly appli\u00ades to over\u00adsi\u00adzed pack\u00ada\u00adging or mul\u00adti\u00adple pack\u00ada\u00adging that does not offer any func\u00adtion\u00adal added value. They must be able to com\u00adple\u00adte as many rota\u00adti\u00adons as pos\u00adsi\u00adble and be recy\u00adcled at the end of their life. Com\u00adpli\u00adance with the\u00adse requi\u00adre\u00adments must be veri\u00adfied in the tech\u00adni\u00adcal docu\u00admen\u00adta\u00adti\u00adon as part of the con\u00adfor\u00admi\u00adty assess\u00adment.    <\/p>\n<p>By <strong>12 Febru\u00adary 2027<\/strong>, the EU Com\u00admis\u00adsi\u00adon will adopt a dele\u00adga\u00adted act estab\u00adli\u00adshing a <strong>mini\u00admum num\u00adber for the rota\u00adti\u00adons<\/strong> for cer\u00adtain pack\u00ada\u00adging for\u00admats.<\/p>\n<\/div>\n\t\t\t\t\t\t\t\t\t<div class=\"elementor-tab-title elementor-tab-mobile-title\" aria-selected=\"false\" data-tab=\"2\" role=\"tab\" tabindex=\"-1\" aria-controls=\"elementor-tab-content-1602\" aria-expanded=\"false\">\n\n\t\t\t\t\t<i aria-hidden=\"true\" class=\"nov nov-i-Scales-of-Justice\"><\/i>\t\t\t\t\t\t<span>\n\t\t\t\t\t\tArtic\u00adle 12<\/span>\n\t\t\t\t\t<\/div>\n\t\t\t\t\t<div id=\"elementor-tab-content-1602\" class=\"elementor-tab-content elementor-clearfix\" data-tab=\"2\" role=\"tabpanel\" aria-labelledby=\"elementor-tab-title-1602\" tabindex=\"0\" hidden=\"hidden\"><h3><strong>Artic\u00adle 12: Label\u00adling obli\u00adga\u00adti\u00adon<\/strong><\/h3>\n<p>Pack\u00ada\u00adging and was\u00adte recep\u00adta\u00adcles will have to be mark\u00aded with a har\u00admo\u00adnis\u00aded label to faci\u00adli\u00adta\u00adte pro\u00adper dis\u00adpo\u00adsal and recy\u00adcling. The label is inten\u00added to sup\u00adport both con\u00adsu\u00admers and dis\u00adpo\u00adsal com\u00adpa\u00adnies by pro\u00advi\u00adding clear infor\u00adma\u00adti\u00adon on the mate\u00adri\u00adal com\u00adpo\u00adsi\u00adti\u00adon and pro\u00adper dis\u00adpo\u00adsal of the pack\u00ada\u00adging.  The inten\u00adti\u00adon is to use clear, stan\u00addar\u00addi\u00adsed sym\u00adbols throug\u00adhout the EU. <\/p>\n<p>The spe\u00adci\u00adfic form of the label\u00adling obli\u00adga\u00adti\u00adon will be estab\u00adlished in fur\u00adther imple\u00admen\u00adting acts, to be adopted by 12 August 2026. The label\u00adling obli\u00adga\u00adti\u00adon will then app\u00adly from 12 August 2028, or no later than 24 months from the date of the adop\u00adti\u00adon of the imple\u00admen\u00adting act. The\u00adre is a tran\u00adsi\u00adtio\u00adnal peri\u00adod of up to three years during which unla\u00adbel\u00adled pack\u00ada\u00adging that was manu\u00adfac\u00adtu\u00adred in the EU or impor\u00adted into the Uni\u00adon befo\u00adre the label\u00adling obli\u00adga\u00adti\u00adon came into force may be sold.   <\/p>\n<\/div>\n\t\t\t\t\t\t\t\t\t<div class=\"elementor-tab-title elementor-tab-mobile-title\" aria-selected=\"false\" data-tab=\"3\" role=\"tab\" tabindex=\"-1\" aria-controls=\"elementor-tab-content-1603\" aria-expanded=\"false\">\n\n\t\t\t\t\t<i aria-hidden=\"true\" class=\"nov nov-i-Scales-of-Justice\"><\/i>\t\t\t\t\t\t<span>\n\t\t\t\t\t\tArtic\u00adle 15<\/span>\n\t\t\t\t\t<\/div>\n\t\t\t\t\t<div id=\"elementor-tab-content-1603\" class=\"elementor-tab-content elementor-clearfix\" data-tab=\"3\" role=\"tabpanel\" aria-labelledby=\"elementor-tab-title-1603\" tabindex=\"0\" hidden=\"hidden\"><h3><strong>Artic\u00adle 15: Manu\u00adfac\u00adtu\u00adr\u00aders\u2019 obli\u00adga\u00adti\u00adons<\/strong><\/h3>\n<p>Manu\u00adfac\u00adtu\u00adr\u00aders may only place pack\u00ada\u00adging on the mar\u00adket which is in con\u00adfor\u00admi\u00adty with the requi\u00adre\u00adments of Artic\u00adles 5 to 12. Befo\u00adre pla\u00adcing pack\u00ada\u00adging on the mar\u00adket, manu\u00adfac\u00adtu\u00adr\u00aders must car\u00adry out the con\u00adfor\u00admi\u00adty assess\u00adment pro\u00adce\u00addu\u00adre refer\u00adred to in Artic\u00adle 38. In addi\u00adti\u00adon, tech\u00adni\u00adcal docu\u00admen\u00adta\u00adti\u00adon is requi\u00adred, which is refer\u00adred to in Annex VII. If the pack\u00ada\u00adging com\u00adpli\u00ades with the requi\u00adre\u00adments, manu\u00adfac\u00adtu\u00adr\u00aders must draw up an EU decla\u00adra\u00adti\u00adon of con\u00adfor\u00admi\u00adty (see Artic\u00adle 39).    <\/p>\n<p>Manu\u00adfac\u00adtu\u00adr\u00aders are also sub\u00adject to a label\u00adling obli\u00adga\u00adti\u00adon and have to ensu\u00adre that the pack\u00ada\u00adging bears a type, batch or seri\u00adal num\u00adber or other ele\u00adments allo\u00adwing its iden\u00adti\u00adfi\u00adca\u00adti\u00adon. Whe\u00adre the size or natu\u00adre of the pack\u00ada\u00adging does not so allow, the requi\u00adred infor\u00adma\u00adti\u00adon must be pro\u00advi\u00added in a docu\u00adment accom\u00adpany\u00ading the packa\u00adged pro\u00adduct. <\/p>\n<p>Artic\u00adle 15 also sti\u00adpu\u00adla\u00adtes that manu\u00adfac\u00adtu\u00adr\u00aders must indi\u00adca\u00adte their name, regis\u00adtered trade name and pos\u00adtal address on the pack\u00ada\u00adging or via a QR code (or other data car\u00adri\u00ader). If available, an e\u2011mail address or other digi\u00adtal cont\u00adact opti\u00adons should also be pro\u00advi\u00added. If such infor\u00adma\u00adti\u00adon can\u00adnot be affi\u00adxed to the pack\u00ada\u00adging, the pack\u00ada\u00adging, or an enc\u00adlo\u00adsed pro\u00adduct infor\u00adma\u00adti\u00adon sheet, must bear a QR code or other stan\u00addar\u00addi\u00adsed, open, digi\u00adtal data car\u00adri\u00ader that pro\u00advi\u00addes such infor\u00adma\u00adti\u00adon. Ship\u00adping pack\u00ada\u00adging is often lar\u00adger than neces\u00adsa\u00adry, espe\u00adci\u00adal\u00adly in online retail. Emp\u00adty space is the space fil\u00adled by fil\u00adling mate\u00adri\u00adals, such as air cushions, foam fil\u00adlers or paper. The new rule sti\u00adpu\u00adla\u00adtes that this emp\u00adty space must be redu\u00adced to the mini\u00admum neces\u00adsa\u00adry in order to redu\u00adce resour\u00adce con\u00adsump\u00adti\u00adon and CO\u2082 emis\u00adsi\u00adons during trans\u00adport.   <\/p>\n<p>From 2030 onwards: For grou\u00adped pack\u00ada\u00adging, trans\u00adport pack\u00ada\u00adging and e\u2011commerce pack\u00ada\u00adging (ship\u00adping pack\u00ada\u00adging), the emp\u00adty space ratio should not exceed 50%.
