It is a European regulation that aims to reduce the environmental impact of packaging within the European Union.  <\/p><p>To this end, material consumption and packaging waste are to be reduced and recycling loops promoted. The regulation therefore contains requirements relating to packaging, such as its recyclability, composition and corresponding labelling.  <\/p><h3><strong>Special features of a European regulation<\/strong><\/h3><p>In contrast to European directives, European regulations are characterised by a special feature: They become directly applicable law. Regulations do not have to be implemented by national legislators or adapted to national particularities. However, many regulations in the PPWR only lay down principles. These will only be filled with concrete content and requirements by further European acts that have yet to be adopted.   <\/p><h3>Who does the PPWR apply to?<\/h3><p>Die PPWR Verordnung erfasst s\u00e4mtliche Verpackungsarten und -abf\u00e4lle. In future, it will apply to all companies based in the EU and to companies that import packaging into the EU. <\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-6e6cd8d elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"6e6cd8d\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-8c620a3\" data-id=\"8c620a3\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-83ca7cc elementor-widget elementor-widget-text-editor\" data-id=\"83ca7cc\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<h2>How and when does the regulation come into force?<\/h2><h3>The current status (February 2026)<\/h3><p>The Packaging and Packaging Waste Regulation (PPWR) formally came into force on 11 February 2025. Since this date, the transitional period of 18 months has applied until the PPWR regulations become binding in August 2026in all EU member states. The PPWR regulations must be fulfilled gradually.    <\/p><h3>Important milestones of the PPWR<\/h3>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-0db7e70 elementor-widget elementor-widget-text-editor\" data-id=\"0db7e70\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<h5><b><span data-contrast=\"auto\">2026: These obligations need to be fulfilled in 2026<\/span><\/b><\/h5><p><span data-contrast=\"auto\">Manufacturers must ensure that their packaging is designed, produced and labelled in accordance with the requirements of the PPWR. For each type of packaging <\/span><span data-ccp-props=\"{\"> <\/span><\/p><ul><li><span data-contrast=\"auto\">a so-called<\/span> <b><span data-contrast=\"auto\">\u2018<a href=\"https:\/\/www.noventiz.de\/en\/5-steps-through-the-conformity-assessment-procedure-how-to-master-the-ppwr\/\">conformity assessment procedure<\/a>\u2019 <\/span><\/b><span data-contrast=\"auto\">n<\/span><span data-contrast=\"auto\">eeds to be carried out<\/span><span data-ccp-props=\"{\"> <\/span><\/li><li><b><span data-contrast=\"auto\">technical documentation <\/span><\/b><span data-contrast=\"auto\">must<\/span> <span data-contrast=\"auto\">be drawn up <\/span><span data-ccp-props=\"{\"> <\/span><\/li><li><span data-contrast=\"auto\">an <\/span><b><span data-contrast=\"auto\"><a href=\"https:\/\/www.noventiz.de\/en\/ppwr-declaration-of-conformity-what-companies-need-to-know\/\">EU declaration of conformity <\/a><\/span><\/b><span data-contrast=\"auto\">must be issued<\/span><\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-c7bad3f elementor-widget elementor-widget-text-editor\" data-id=\"c7bad3f\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<h5><b><span data-contrast=\"auto\">2030:<\/span><\/b><\/h5><ul><li>The recyclability of packaging is only permitted in grades A, B &amp; C.<\/li><li>The minimum quota for <strong>recycled plastic content <\/strong>in packaging and reuse targets apply as well as requirements for <strong>minimizing<\/strong> empty space and certain types of packaging.<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-e648ace elementor-widget elementor-widget-text-editor\" data-id=\"e648ace\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p><b><span data-contrast=\"auto\">2040<\/span><\/b><\/p><ul><li><span data-contrast=\"auto\">Packaging must contain increased <strong>minimum recycled content<\/strong>.<\/span><\/li><li><span data-contrast=\"auto\">Target to <strong>reduce packaging waste<\/strong> by 15%.<\/span><\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-873cf4d elementor-widget elementor-widget-text-editor\" data-id=\"873cf4d\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p><span data-contrast=\"auto\">We recommend to start the preparation for compliance with the new PPWR laws early and are happy to support you along the way. <\/span><span data-ccp-props=\"{}\"> <\/span><\/p><h3>What are the consequences of non-compliance?<\/h3><p>Packaging that does not comply with the requirements of the PPWR may no longer be placed on the market within the EU in future. Infringements may result in fines and loss of sales as well as possible damage to the company\u2019s image. A precise catalogue of fines and detailed regulations are still being formulated.  <\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section data-tab=\"3\" role=\"region\" aria-labelledby=\"elementor-tab-title-2203\"><p>From 2030, the PPWR requires a minimum proportion of recyclate for plastic packaging, which will increase again in 2040.<\/p>\n<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t\t<div class=\"elementor-accordion-item\">\n\t\t\t\t\t<h3 id=\"elementor-tab-title-2204\" class=\"elementor-tab-title\" data-tab=\"4\" role=\"button\" aria-controls=\"elementor-tab-content-2204\" aria-expanded=\"false\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-accordion-icon elementor-accordion-icon-right\" aria-hidden=\"true\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-accordion-icon-closed\"><i class=\"fathin fathin-plus\"><\/i><\/span>\n\t\t\t\t\t\t\t\t<span class=\"elementor-accordion-icon-opened\"><i class=\"fathin fathin-minus\"><\/i><\/span>\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/span>\n\t\t\t\t\t\t\t\t\t\t\t\t<a class=\"elementor-accordion-title\" tabindex=\"0\">Minimisation of packaging (Art. 10)<\/a>\n\t\t\t\t\t<\/h3>\n\t\t\t\t\t<div id=\"elementor-tab-content-2204\" class=\"elementor-tab-content elementor-clearfix\" data-tab=\"4\" role=\"region\" aria-labelledby=\"elementor-tab-title-2204\"><p>From 2030, only packaging that has been reduced to the required minimum may be placed on the market (ban on double walls, false bottoms, unnecessary layers, so-called \"cheat packaging\", etc.).<\/p>\n<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t\t<div class=\"elementor-accordion-item\">\n\t\t\t\t\t<h3 id=\"elementor-tab-title-2205\" class=\"elementor-tab-title\" data-tab=\"5\" role=\"button\" aria-controls=\"elementor-tab-content-2205\" aria-expanded=\"false\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-accordion-icon elementor-accordion-icon-right\" aria-hidden=\"true\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-accordion-icon-closed\"><i class=\"fathin fathin-plus\"><\/i><\/span>\n\t\t\t\t\t\t\t\t<span class=\"elementor-accordion-icon-opened\"><i class=\"fathin fathin-minus\"><\/i><\/span>\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/span>\n\t\t\t\t\t\t\t\t\t\t\t\t<a class=\"elementor-accordion-title\" tabindex=\"0\">Labelling obligation (Art. 12)<\/a>\n\t\t\t\t\t<\/h3>\n\t\t\t\t\t<div id=\"elementor-tab-content-2205\" class=\"elementor-tab-content elementor-clearfix\" data-tab=\"5\" role=\"region\" aria-labelledby=\"elementor-tab-title-2205\"><p>The PPWR introduces mandatory, standardised labelling of packaging as well as various information obligations. The specific details will be determined in further implementing acts.
