A key element of the regulation is <strong>Article\u202f5 PPWR<\/strong>, which governs the restriction of so\u2011called <strong>substances of concern<\/strong>. Particular attention is paid to <strong>PFAS (per\u2011 and polyfluorinated alkyl substances)<\/strong> in <strong>food contact packaging<\/strong>.  <\/p><p>The new requirements will apply directly <strong>in all EU Member States from 12 August 2026<\/strong>. For manufacturers, importers and brand owners, this means <strong>immediate need for action<\/strong> with regard to material compositions, supply chains and technical documentation. <\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-53fb292 elementor-widget elementor-widget-text-editor\" data-id=\"53fb292\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<h2>What does Article 5 of the PPWR regulate with regard to substances of concern?<\/h2><p>Article\u202f5 follows a two\u2011step approach.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-cea7072 elementor-widget elementor-widget-text-editor\" data-id=\"cea7072\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<h4>General minimisation obligation<\/h4><p>First, the PPWR requires that packaging be manufactured in such a way that the <strong>presence and concentration of substances of concern<\/strong> in packaging materials and packaging components are <strong>reduced to a minimum<\/strong>.<\/p><p>This obligation is deliberately broad and applies to all substances that<\/p><ul><li>may pose a risk to <strong>human health<\/strong>, or<\/li><li>may impair<strong> recycling processes and material cycles<\/strong>.<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-89dc9f1 elementor-widget elementor-widget-text-editor\" data-id=\"89dc9f1\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<h4>Specific limit values for certain substances<\/h4><p>In addition, Article\u202f5 sets <strong>binding limit values<\/strong> for selected substance groups, including:<\/p><ul><li>the four <strong>heavy metals<\/strong> lead, cadmium, mercury and hexavalent chromium<\/li><li><strong>PFAS in food contact packaging<\/strong>, often referred to as \u201cforever chemicals\u201d<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-58258ef elementor-widget elementor-widget-text-editor\" data-id=\"58258ef\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p>PFAS are a large group of synthetic chemicals with grease\u2011, water\u2011 or dirt\u2011repellent properties and are characterised by their <strong>high environmental persistence<\/strong>. The aim of the PPWR is to reduce their negative impacts on human health, the environment and recyclability. <\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-b3ee2cf elementor-widget elementor-widget-text-editor\" data-id=\"b3ee2cf\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<h2>Specific limit values under Article 5 of the PPWR <\/h2><h3>Heavy metals<\/h3><p>The combined total of lead, cadmium, mercury and hexavalent chromium must not exceed <strong>100\u202fmg\/kg<\/strong>.<br>This limit applies to all packaging, regardless of its intended use. <\/p><h3>PFAS in Lebensmittelkontaktverpackungen<\/h3><p> From 12 August 2026, food contact packaging may no longer be placed on the market if it <strong>reaches or exceeds<\/strong> the following limit values:<\/p><ul><li><strong>25\u202fppb<\/strong> for individual PFAS (targeted analysis; polymeric PFAS excluded)<\/li><li><strong>250\u202fppb<\/strong> for the sum of PFAS (sum of targeted analyses; polymeric PFAS excluded)<\/li><li><strong>50\u202fppm<\/strong> for PFAS including polymeric PFAS<\/li><\/ul><p> <\/p><p><strong>Important for practical implementation:<\/strong> marketability depends solely on the verified concentration.
