As of 12 August 2026, key obli\u00adga\u00adti\u00adons under the new EU Pack\u00ada\u00adging and Pack\u00ada\u00adging Was\u00adte Regu\u00adla\u00adti\u00adon (PPWR) have beco\u00adme appli\u00adca\u00adble. Short\u00adly after this mile\u00adstone, the next major PPWR requi\u00adre\u00adment is alre\u00ada\u00addy approa\u00adching: the har\u00admo\u00adnis\u00aded label\u00adling of pack\u00ada\u00adging under Artic\u00adle 12 PPWR. The label\u00adling requi\u00adre\u00adments are expec\u00adted to app\u00adly from 12 August 2028 or 24 months after the ent\u00adry into force of the rele\u00advant imple\u00admen\u00adting acts, whi\u00adche\u00adver is later. <\/span><\/p>

What is the objec\u00adti\u00adve of the har\u00admo\u00adnis\u00aded label\u00adling of pack\u00ada\u00adging?<\/span><\/b><\/h2>

Today, dif\u00adfe\u00adrent pack\u00ada\u00adging label\u00adling sys\u00adtems and requi\u00adre\u00adments app\u00adly across the Euro\u00adpean Uni\u00adon. Artic\u00adle 12 PPWR aims to crea\u00adte a har\u00admo\u00adnis\u00aded approach by intro\u00addu\u00adcing a com\u00admon label con\u00adtai\u00adning infor\u00adma\u00adti\u00adon on the mate\u00adri\u00adal com\u00adpo\u00adsi\u00adti\u00adon of pack\u00ada\u00adging.
The objec\u00adti\u00adve is to faci\u00adli\u00adta\u00adte con\u00adsu\u00admer sort\u00ading, impro\u00adve the sepa\u00adra\u00adte coll\u00adec\u00adtion of pack\u00ada\u00adging was\u00adte, sup\u00adport recy\u00adcling pro\u00adces\u00adses and ulti\u00adm\u00adate\u00adly con\u00adtri\u00adbu\u00adte to a stron\u00adger cir\u00adcu\u00adlar eco\u00adno\u00admy. At the same time, har\u00admo\u00adnis\u00aded label\u00adling is inten\u00added to make pack\u00ada\u00adging infor\u00adma\u00adti\u00adon more con\u00adsis\u00adtent, trans\u00adpa\u00adrent and under\u00adstan\u00adda\u00adble throug\u00adhout the EU. <\/span><\/p>

What are the requi\u00adre\u00adments defi\u00adned in PPWR Artic\u00adle 12?<\/span><\/b><\/h2>

Based on Artic\u00adle 12 PPWR, the label\u00adling of pack\u00ada\u00adging will be expec\u00adted to:<\/span><\/p>

  • pro\u00advi\u00adde infor\u00adma\u00adti\u00adon on the mate\u00adri\u00adal com\u00adpo\u00adsi\u00adti\u00adon of pack\u00ada\u00adging;<\/span><\/li>
  • be based on pic\u00adto\u00adgrams uni\u00adform throug\u00adhout the EU;<\/span><\/li>
  • be easi\u00adly under\u00adstan\u00adda\u00adble,<\/span><\/li>
  • espe\u00adci\u00adal\u00adly for per\u00adsons with disa\u00adbi\u00adli\u00adties;<\/span><\/li>
  • indi\u00adca\u00adte whe\u00adther cer\u00adtain pack\u00ada\u00adging is com\u00adpost\u00ada\u00adble whe\u00adre requi\u00adred; and<\/span><\/li>
  • be accom\u00adpa\u00adnied, whe\u00adre appli\u00adca\u00adble, by a QR code or ano\u00adther type of stan\u00addar\u00addi\u00adsed, open, digi\u00adtal data car\u00adri\u00ader.<\/span><\/li><\/ul>

    The future sys\u00adtem will the\u00adr\u00ade\u00adfo\u00adre go well bey\u00adond tra\u00addi\u00adtio\u00adnal mate\u00adri\u00adal iden\u00adti\u00adfi\u00adca\u00adti\u00adon sym\u00adbols and will beco\u00adme an important ele\u00adment of con\u00adsu\u00admer infor\u00adma\u00adti\u00adon.<\/span><\/p>

    Spe\u00adci\u00adfic requi\u00adre\u00adments for cer\u00adtain pack\u00ada\u00adging for\u00admats<\/span><\/b><\/h3>

    Artic\u00adle 12 estab\u00adlishes addi\u00adtio\u00adnal requi\u00adre\u00adments for spe\u00adci\u00adfic pack\u00ada\u00adging types. <\/span>In par\u00adti\u00adcu\u00adlar, com\u00adpost\u00ada\u00adble pack\u00ada\u00adging<\/span><\/b> will need to be cle\u00adar\u00adly iden\u00adti\u00adfied as com\u00adpost\u00ada\u00adble. The label must also indi\u00adca\u00adte that such pack\u00ada\u00adging is not sui\u00adta\u00adble for home com\u00adpos\u00adting and should not be dis\u00adcard\u00aded in natu\u00adre.
    Reusable pack\u00ada\u00adging<\/span><\/b> pla\u00adced on the mar\u00adket will be requi\u00adred to bear a label informing users that the pack\u00ada\u00adging is reusable. Addi\u00adtio\u00adnal infor\u00adma\u00adti\u00adon on reu\u00adse sys\u00adtems, coll\u00adec\u00adtion points and reusa\u00adbi\u00adli\u00adty can be pro\u00advi\u00added through a QR code or ano\u00adther type of stan\u00addar\u00addi\u00adsed, open, digi\u00adtal data car\u00adri\u00ader. <\/span><\/p>

    What does this mean for logos of PROs?<\/span><\/b><\/h3>

    Artic\u00adle 12 also intro\u00addu\u00adces important rest\u00adric\u00adtions regar\u00adding PRO (Pro\u00addu\u00adcer Respon\u00adsi\u00adbi\u00adli\u00adty Orga\u00adni\u00adsa\u00adti\u00adon) logos on pack\u00ada\u00adging. <\/span>Accor\u00adding to Artic\u00adle 12(9), PRO logos that mere\u00adly indi\u00adca\u00adte com\u00adpli\u00adance with pro\u00addu\u00adcer respon\u00adsi\u00adbi\u00adli\u00adty obli\u00adga\u00adti\u00adons may only be added through a cor\u00adre\u00adspon\u00adding sym\u00adbol con\u00adtai\u00adned in a QR code or ano\u00adther stan\u00addar\u00addi\u00adsed, open, digi\u00adtal-mar\u00adking tech\u00adno\u00adlo\u00adgy. The pur\u00adpo\u00adse of this is to ensu\u00adre that con\u00adsu\u00admers are not mis\u00adled regar\u00adding the recy\u00adcla\u00adbi\u00adli\u00adty or reusa\u00adbi\u00adli\u00adty of pack\u00ada\u00adging.
    <\/span><\/p>

    Fur\u00adther\u00admo\u00adre, Artic\u00adle 12(8) pro\u00adhi\u00adbits eco\u00adno\u00admic ope\u00adra\u00adtors from dis\u00adplay\u00ading labels, sym\u00adbols or inscrip\u00adti\u00adons that are likely to mis\u00adlead or con\u00adfu\u00adse con\u00adsu\u00admers with regard to pack\u00ada\u00adging sus\u00adtaina\u00adbi\u00adli\u00adty requi\u00adre\u00adments, pack\u00ada\u00adging cha\u00adrac\u00adte\u00adristics or pack\u00ada\u00adging was\u00adte manage\u00adment opti\u00adons. <\/span><\/p>

    What does the PPWR mean for exis\u00adting natio\u00adnal label\u00adling sche\u00admes?<\/span><\/b><\/h3>

    Until the har\u00admo\u00adnis\u00aded label\u00adling requi\u00adre\u00adments beco\u00adme appli\u00adca\u00adble, exis\u00adting natio\u00adnal label\u00adling requi\u00adre\u00adments will con\u00adti\u00adnue to app\u00adly. Howe\u00adver, com\u00adpa\u00adnies should con\u00adti\u00adnue to com\u00adply with natio\u00adnal label\u00adling obli\u00adga\u00adti\u00adons in their tar\u00adget mar\u00adkets while also pre\u00adpa\u00adring on time for the future EU frame\u00adwork. <\/span><\/p>

    How does the new pack\u00ada\u00adging label\u00adling sys\u00adtems look like?<\/span><\/b><\/h3>

    Alt\u00adhough Artic\u00adle 12 estab\u00adlishes the legal frame\u00adwork, key imple\u00admen\u00adta\u00adti\u00adon details remain out\u00adstan\u00adding. The Euro\u00adpean Com\u00admis\u00adsi\u00adon must still adopt imple\u00admen\u00adting acts defi\u00adning among other details the har\u00admo\u00adnis\u00aded label design, tech\u00adni\u00adcal spe\u00adci\u00adfi\u00adca\u00adti\u00adons and for\u00admats. <\/span><\/p>

    How should com\u00adpa\u00adnies prepa\u00adre?<\/span><\/b><\/h2>

    Even though the final label spe\u00adci\u00adfi\u00adca\u00adti\u00adons have not yet been published, com\u00adpa\u00adnies can alre\u00ada\u00addy take important steps, inclu\u00adding:<\/span><\/p>

    • pre\u00adpa\u00adring struc\u00adtu\u00adred pack\u00ada\u00adging data<\/li>

    • cla\u00adri\u00adfy\u00ading respon\u00adsi\u00adbi\u00adli\u00adties bet\u00adween mar\u00adke\u00adting, pro\u00adcu\u00adre\u00adment, qua\u00adli\u00adty manage\u00adment, legal teams and sup\u00adpli\u00aders; and<\/span><\/li>
    • plan\u00adning future pack\u00ada\u00adging design adapt\u00ada\u00adti\u00adons at an ear\u00adly stage. <\/span><\/li><\/ul>

      The new requi\u00adre\u00adments extend far bey\u00adond the visu\u00adal design of a label. They may affect pack\u00ada\u00adging data manage\u00adment, sup\u00adpli\u00ader com\u00admu\u00adni\u00adca\u00adti\u00adon, art\u00adwork pro\u00adces\u00adses, inter\u00adnal appr\u00adoval pro\u00adce\u00addu\u00adres and inter\u00adna\u00adtio\u00adnal pack\u00ada\u00adging stra\u00adte\u00adgies. <\/span><\/p>

      Con\u00adclu\u00adsi\u00adon<\/span><\/b><\/h2>

      The new har\u00admo\u00adnis\u00aded pack\u00ada\u00adging label\u00adling frame\u00adwork estab\u00adlished by Artic\u00adle 12 PPWR will fun\u00adda\u00admen\u00adtal\u00adly chan\u00adge how pack\u00ada\u00adging is label\u00adled across the Euro\u00adpean Uni\u00adon. While busi\u00adnesses will bene\u00adfit from a more con\u00adsis\u00adtent regu\u00adla\u00adto\u00adry frame\u00adwork across Mem\u00adber Sta\u00adtes, they will also need to adapt their pack\u00ada\u00adging data, design and com\u00adpli\u00adance pro\u00adces\u00adses to meet the new requi\u00adre\u00adments.
