But what does it mean in prac\u00adti\u00adce for pack\u00ada\u00adging licen\u00adsing and other requi\u00adre\u00adments? The PPWR has intro\u00addu\u00adced cer\u00adtain reli\u00adef mea\u00adsu\u00adres for small busi\u00adnesses. Does this mean they are no lon\u00adger requi\u00adred to licen\u00adse their pack\u00ada\u00adging? Unfort\u00adu\u00adna\u00adte\u00adly not. Mis\u00adcon\u00adcep\u00adti\u00adons like the\u00adse are wide\u00adspread and can beco\u00adme cos\u00adt\u00adly. The spe\u00adcial pro\u00advi\u00adsi\u00adon for micro-enter\u00adpri\u00adses does not exempt com\u00adpa\u00adnies from PPWR obli\u00adga\u00adti\u00adons across the board. <\/strong><\/p><h2 aria-level=\"2\">PPWR and Micro-Enter\u00adpri\u00adses: What Is It About?<\/h2><p>Sin\u00adce 12 August 2026, the EU Pack\u00ada\u00adging and Pack\u00ada\u00adging Was\u00adte Regu\u00adla\u00adti\u00adon (PPWR) (Regu\u00adla\u00adti\u00adon (EU) 2025\/40) has been appli\u00adca\u00adble. In Ger\u00adma\u00adny, the Pack\u00ada\u00adging Law Imple\u00admen\u00adta\u00adti\u00adon Act (Ver\u00adpackDG) com\u00adple\u00adments the Regu\u00adla\u00adti\u00adon with natio\u00adnal pro\u00adce\u00addu\u00adres, inclu\u00adding the LUCID Pack\u00ada\u00adging Regis\u00adter.<\/p><p>Under EU law, a micro-enter\u00adpri\u00adse is a com\u00adpa\u00adny with fewer than 10 employees (full-time equi\u00adva\u00adlents) and an annu\u00adal tur\u00adno\u00adver or annu\u00adal balan\u00adce sheet total of no more than \u20ac2 mil\u00adli\u00adon. In addi\u00adti\u00adon, the com\u00adpa\u00adny must be eco\u00adno\u00admic\u00adal\u00adly inde\u00adpen\u00addent. If ano\u00adther com\u00adpa\u00adny owns more than 25% of the shares, its figu\u00adres must be taken into account pro\u00adpor\u00adtio\u00adna\u00adte\u00adly. The term \u201cmicro-enter\u00adpri\u00adse\u201d is not the same as the \u201csmall busi\u00adness\u201d con\u00adcept used in VAT law. In any case, com\u00adpa\u00adny size does not deter\u00admi\u00adne whe\u00adther pack\u00ada\u00adging must be licen\u00adsed.<\/p><h3 aria-level=\"2\">Manu\u00adfac\u00adtu\u00adrer Obli\u00adga\u00adti\u00adons May Be Trans\u00adfer\u00adred to the Sup\u00adpli\u00ader<\/h3><p>The obli\u00adga\u00adti\u00adons under the PPWR depend on the role a com\u00adpa\u00adny has within the sup\u00adp\u00adly chain. The PPWR distin\u00adgu\u00adis\u00adhes bet\u00adween two key roles: manu\u00adfac\u00adtu\u00adrer and pro\u00addu\u00adcer.<\/p><ul><li>A manu\u00adfac\u00adtu\u00adrer manu\u00adfac\u00adtures pack\u00ada\u00adging under its own name or trade\u00admark, or has it manu\u00adfac\u00adtu\u00adred, and is respon\u00adsi\u00adble for ensu\u00adring com\u00adpli\u00adance with the PPWR requi\u00adre\u00adments.<\/li><li>A pro\u00addu\u00adcer is respon\u00adsi\u00adble for Exten\u00added Pro\u00addu\u00adcer Respon\u00adsi\u00adbi\u00adli\u00adty (EPR) in the coun\u00adtry whe\u00adre the pack\u00ada\u00adging is first made available on the mar\u00adket. The spe\u00adcial pro\u00advi\u00adsi\u00adon only trans\u00adfers the role of manu\u00adfac\u00adtu\u00adrer, mea\u00adning respon\u00adsi\u00adbi\u00adli\u00adty for pro\u00adduct com\u00adpli\u00adance. Any enti\u00adty that first makes pack\u00ada\u00adging available on the Ger\u00adman mar\u00adket is con\u00adside\u00adred a pro\u00addu\u00adcer, regard\u00adless of com\u00adpa\u00adny size. This pri\u00adma\u00adri\u00adly appli\u00ades to sales pack\u00ada\u00adging, grou\u00adped pack\u00ada\u00adging, e\u2011commerce\/shipping pack\u00ada\u00adging and ser\u00advice pack\u00ada\u00adging that typi\u00adcal\u00adly beco\u00adme was\u00adte at pri\u00adva\u00adte end con\u00adsu\u00admers.<\/p><p>For micro-enter\u00adpri\u00adses, this means:<\/p><ul><li>Regis\u00adtra\u00adti\u00adon in the LUCID Pack\u00ada\u00adging Regis\u00adter<\/li><li>Par\u00adti\u00adci\u00adpa\u00adti\u00adon in a dual sys\u00adtem<\/li><li>Report\u00ading pack\u00ada\u00adging quan\u00adti\u00adties both in LUCID and to the dual sys\u00adtem<\/li><\/ul><p><br>The\u00adre is no mini\u00admum thres\u00adhold.
